As a result of a 1973 administrative reorganization of the Smithsonian Astrophysical Observatory (SAO), the position of Assistant Director (Administration) was abolished. At that time, a new position with the title of Assistant Director was created to handle procurement and fiscal control; facilities management; information systems; budget planning; personnel management; and other administrative matters. John G. Gregory was appointed Assistant Director in 1973. In 1982, the title was changed to Deputy Director and Gregory remained in the position.
