Congressman Brooks Hays and the staff of Former Members of Congress began recording interviews with congressional members in 1970 just after the organization was formed. The oral history program was formally established in 1973. The project expanded dramatically in 1977, when Former Members of Congress launched a major oral history initiative for which major funding was secured.
