Colonel Werner E. Michel was born in Landau, Germany. He arrived in the United States in December 1936, at age 12, as part of a program placing Jewish refugee children with American families. Michel served in U.S. Army intelligence in Europe during World War II. He was part of the Military Intelligence Division (MID) and the 3rd Infantry Division during his career and saw service in Germany, Korea and Vietnam. He retired in 1974. In 1976, he returned to the Defense Department as a civilian official and assisted in establishing the function of Inspector General for Defense Intelligence (IGDI) in the Office of the Secretary of Defense (OSD). He was named Inspector General (IG) in April 1980, and served as IG and Assistant for Intelligence Oversight to the Secretary of Defense until April 1993.
