York Y. Willbern began his career at Indiana University in 1957 when he was named Professor of Government and director of the Bureau of Government Research. He was one of the founders of the School of Public and Environmental Affairs (SPEA) at Indiana University, and was an accomplished scholar and author of many books and articles on the subjects of cities, public policy-making, urban planning and education for governmental administrative careers.
