Specialist in early childhood education, Lucy Miller Mitchell was education consultant to the national Head Start program and educational director of the Associated Day Care Services of Metropolitan Boston. She was instrumental in mobilizing statewide support for the 1962 law regulating the licensing of Massachusetts child care facilities, and subsequently worked with the Massachusetts Department of Education in designing low-cost extension courses for day care workers.
