The Library Board was established in 1951 to advise the Montgomery County Department of Public Libraries, County Executive, and County Council on library policies, but lacks the power to prepare the library budget, hire the library director, or assess the Director's performance.
The Board is composed of volunteers who are appointed by the County Council, and conducts its business chiefly through its many committees. The Board appoints Library Advisory Committees at each branch to ensure that the concerns of the community are made known to library management, so that it can maintain its responsive to patrons and constituents.
