Businessman, legislator.
Turner, a merchant, began in business in 1895 at Cerulean Springs (Ky.) and later served as state senator from the third district of Kentucky (1928-1938). During the term of Governor Flem D. Sampson (1927-1931), Turner participated in the legislation for free text books. In the Ruby Laffoon administration (1934-1935) he led the fight against the sales tax. Turner was active in philanthropic and church affairs and retired from active business in 1947.
