The association was incorporated in 1948 as the Cerebral Palsy Foundation by 11 Minneapolis mothers who were concerned about the need for specialized training of pre-school children with cerebral palsy. Nisser was also one of those founding members. The Foundation affiliated with United Cerebral Palsy Associations in 1953, became United Cerebral Palsy of Greater Minneapolis, and expanded its mission to include day programs for children and recreational, social, and occupational services for adults.
