He was the Assistant to the Manager of the Republican National Campaign in 1948, and then Administrative Assistant to John Foster Dulles from 1949 to 1950. He served as Secretary of the New York Republican State Committee from 1950 to 1952, and was the Appointments Secretary to Dwight D. Eisenhower during the 1952 Presidential Campaign. After then election, Stephens continued to serve with Eisenhower from 1953 to 1961 as his Special Counsel and Appointments Secretary.
