This records group contains the official records of the senior financial officer of the University of North Carolina (System). In 1933, following the Act of Consolidation, Charles Woollen was appointed as the first Comptroller of the newly organized Consolidated University of North Carolina. As such, he was responsible for Consolidated University accounts and investments, the administration of the utilities owned by the University of North Carolina in Chapel Hill, the preparation of the biennial budget, and the maintenance of the buildings and grounds and capital improvements on the three campuses of the University.
Following Woollen's death in 1938, William Donald Carmichael, Jr. was appointed Controller of the Consolidated University and assumed the duties formerly assigned to Woollen. In addition, Carmichael became active in fund-raising and other development activities, working with the campus-based foundations: the Business Foundation at Chapel Hill, the Textile Foundation at North Carolina State College, and the Home Economics Foundation at Woman's College. As the statewide system of higher education in North Carolina evolved, these activities were assimilated by the development offices on the respective campuses; and the senior financial officer became responsible for the fiscal well-being of the entire University system.
The Vice President for Finance has ultimate responsibility for the financial affairs of the Universitysystem. The title of the office has changed several times since Charles Woollen was first appointed. The individuals who have held the position and their titles are listed below.
