Created by Charles Goodnight for the benefit and protection of cattle ranchers against rustlers in 1880, the Panhandle Stock Association hired inspectors, detectives, and attorneys to arrest and prosecute rustlers. Additionally, they rewarded those who apprehended cattle thieves. The association was also responsible for building the great drift fence across the northern Panhandle in 1882, and controlled the movement of tick-infested herds from south Texas. After periods of drought, depression, and the close of the open range, the Panhandle Stock Association disbanded in 1889.
