Hector MacPherson Sr. was born in Ontario, Canada on April 22, 1875. Educated in Canada, England, and Germany, MacPherson settled in Oregon in 1911 and taught economics and sociology at the State Agricultural College in Corvallis for 15 years until 1926. During his tenure as professor, MacPherson involved himself in a number of national and state commissions in which rural credit and cooperative marketing systems were examined. Active in advocating the administrative reorganization of the state political structure, MacPherson became Linn County's congressional representative in 1927, and served again in 1929, 1931, and 1939. As a representative, he co-sponsored the Zorn/MacPherson "Moving" School Consolidation Bill in 1930 and was a member of the Joint Committee On Administration Reorganization in 1929-1930. MacPherson died in 1969 and was survived by his son Hector Jr.
