Videocongress was founded at the Dokumenta Kassel 1982 as a union of independent video artists. Videocongress produced a series of video art journals that were originally created for German audiences. After three years, Videocongress expanded to an international network of video producers. The purpose of the video art journal was to develop a progressive intercultural exchange of visual information. Videocongress coproduced a semiannual thematic video art journal in which media activists and video artists submitted work relating to the selected theme. The videotapes were distributed through cable television stations, festivals, museums, galleries, and public performances.
