Justus Bier was born in Nuremberg in 1899 and died in 1990 in Raleigh, North Carolina. He was an art historian and the director of the Kestner-Gesellschaft in Hannover between 1930 and 1937. In 1961 he became the Director of the North Carolina Museum of Art, Raleigh.
