About 1852 Port Townsend, WA had a population of 3 families and 15 bachelors. The Post Office and a sawmill were established in 1852. Alfred Plummer built one of the first houses in Port Townsend. Capt. Enoch S. Fowler was the captain of a topsail schooner. Gov. Stevens hired Capt. Fowler to carry dispatches on his schooner up and down the Sound to the Native Americans they were negotiating treaties with. In 1857, Capt. Fowler retired to Port Townsend, WA. In his retirement, he engaged in mercantile and real estate businesses. He built several of the buildings around town. He owned about 308 acres known as Point Wilson which he sold to the government in 1868. E.S. Fowler was the first Sheriff of Jefferson County and held several other territorial and county jobs. In 1863, the legislature elected him brigadier-general of the territory. He passed away on 27 Nov. 1876 in Port Townsend, WA.
