William Henson Moore III was born in 1939 in Lake Charles, La. He received a B.A. from Louisiana State University in 1961, his J.D. from LSU Law School in 1965, and a master's degree in 1973. Moore served as U.S. Representative for the Sixth Congressional District of Louisiana (1974-1987), becoming the second Republican since Reconstruction elected to the House from Louisiana. In 1986, he was defeated by Democrat John Breaux in the race to succeed Russell B. Long in the U.S. Senate. Moore also was commissioner of the Panama Canal Consultative Committee (1987-1989), deputy secretary of the U.S. Department of Energy (1989-1992), deputy chief of staff for President George H.W. Bush (1992-1993), and president and CEO of American Forest and Paper Association.
