The Governor's Task Force on Tort Law Reform and Liability Insurance was created by Governor Lamar Alexander by Executive Order 74 on June 30, 1986. The Task Force was created to study the issue of liability insurance because it had become prohibitively expensive and in some cases was not even available at any price. Additionally, there was a belief that higher jury awards were partly responsible for the dramatic rise in insurance premiums. T he Task Force was asked to study the related issues of tort reform and liability insurance and report back to the Governor and the General Assembly no later than january 15, 1987. the Task for began meeting on June 30 1986 and held a series of meetings across the state. The final meeting was held in nashville on December 22, 1986 and a final report was adopted.
