The General Assembly, during it session begun in October 1785, passed an act for the reform of certain public boards. The act required the treasurer to keep an account with the commonwealth showing money received into the treasury as well as expenditures. During it session begun in October 1789 the General Assembly passed an act authorizing the govenror to appoint a committee of three members of the Council of State to examine the treasurer's books. The act was renewed during the session begun October 1792.
