Fred E. Buck was born March 1, 1884, in Stevensville, Montana, the son of Henry and Clara Elliott Buck. He attended Montana State College in Bozeman, and the University of Montana at Missoula, receiving a B.S. in mechanical engineering in 1906. From 1909 to 1910 he did post graduate work at the University of California at Berkeley.

Buck was chairman of a land survey in north central Montana in 1904, and deputy land surveyer on the Blackfeet and Flathead Indian Reservations. Buck served as the Missoula city engineer from 1909 to 1914; engineer at the Salt River Project in Phoenix, Arizona, from 1914 to 1915; city engineer of Juneau, Alaska, in 1915; and assistant city engineer in Butte, Montana, from 1916 until 1919. In 1919 Buck was named chief engineer for the Montana Irrigation Commission. From 1925 to 1933 he worked as the chief engineer of the Montana Public Service Commission. Buck performed engineering and planning services for the Montana State Water Conservation Board from 1934 to 1941. In 1941 he was appointed as Montana state engineer, a post he held until his retirement in 1963.

Fred Buck married Juanita Evans in 1929. The couple had one daughter, Mary.
