Raymond C. Kehres, a Democratic state representative from the 39th District, was born in Monroe County, Mich. on June 2, 1915, to Charles A. and Mabel H. Kehres. Before entering military service in 1941, where he achieved the rank of staff sergeant, he married Eleanor M. Payment. They had two children, Mrs. Judith Grounds and Robert W. He failed to get elected to the House in 1962, but succeeded in 1964. He sponsored a number of major bills, many dealing with social issues of the time. He directed many House committees during his long and distinguished career.
