Bixby, F. Lovell (Frederick Lovell)
Bixby (1901-1975), a penologist and advocate of community-based corrections, worked for the New Jersey Department of Institutions and Agencies from 1929-1933. He became assistant director of the U.S. Bureau of Prisons in 1934, and in 1938 became the Bureau's chief of probation and parole. Bixby was warden of the federal penitentiary in Chillicothe, Ohio from 1940-1946 and during World War II held various positions in War Department correctional programs. He was appointed director of the New Jersey Division of Correction and Parole in 1946, and transferred to the New Jersey Administrative Office of the Courts in 1960 to conduct a statewide study of probation and parole. After his retirement in 1967, Bixby was a consultant on community-based corrections for the Joint Commission on Correctional Manpower and Training.
