Charles E. Prince was Plant Inspector in Charge for the Fairbanks, Alaska, office of the U.S. Department of Agriculture, Bureau of Entomology and Plant Quarantine. He arrived in Fairbanks late in May of 1945 to direct the inspection of arriving airplanes, in search of animal pests.
