Courtenay Jameson Swain McGowan was born in Baltimore, Maryland, in 1945. She first ran for the Nevada Assembly seat in District 28 (Reno) and was elected in Nov. 1982 under the name Courtenay Jameson. Shortly thereafter she married and was known throughout her Assembly terms as Courtenay Swain. Swain served in the Assembly from 1983-1990. Her legislative committee assignments included Ways and Means, Judiciary, Education, Elections and others. She was a strong supporter of children's rights and education, and was active in both health care and insurance reform causes.
