Born November 16, 1862 at Artesia, Lowndes County, Mississippi to William Henry and Martha Harvey Cook; educated at township schools, Franklin Academy in Columbus, and Vanderbilt University; Married Martha Blanche Harvey in 1885 and had four children; married Lizzie Harris in 1893 and had five children; superintendent of Columbus City Schools, 1901-1910; president of Mississippi Normal College, 1911-1928; Mississippi State Senator, 1932-1940; died February 4, 1940.
