The State Legislature (Chapter 305, Laws of 1973) created the Wisconsin Solid Waste Recycling Authority based on the recommendations of the Board of Engineering Consultants and the Recycling Task Force on Solid Waste. Although the Legislature approved continued funding for the authority, Governor Lee Dreyfus vetoed the measure and the authority ceased operations in 1983.
The Solid Waste Recycling Authority was charged with establishing recycling programs throughout the state. Initially, the authority concentrated on three regions: Region I which included Fond du Lac, Outagamie, and Winnebago counties; Region II, Lincoln, Marathon, Portage, and Wood counties; and Region III which consisted of Milwaukee, Ozaukee, Washington, and Waukesha counties. The enabling legislation allowed the authority to plan, design, finance, contract, acquire, lease, construct, operate, and maintain recycling related facilities. The authority was governed by a 7-member policy board.
