Elmer F. Bennett (1917-1989) was a lawyer for the U.S. Department of the Interior from 1953 to 1956, then was Assistant to the Secretary of the Interior from 1956 to 1957. He also served as General Counsel for the Department of the Interior from 1957 to 1958, and then as the Under Secretary of the Interior from 1958 to 1961.
