In 1946 Laughlin E. Waters was elected to the California State Assembly, representing the Fifty-eighth Assembly District. He succeeded his older brother, Frank, Jr., who had in turn succeeded Frank J. Waters, Sr. in representing the district. A Republican, Waters carried important legislation relating to highway construction, education, and reapportionment. He chaired the legislative committee that reapportioned the California legislature in 1951. In 1953 Waters was appointed U.S. Attorney for the Southern California District and, in 1961, returned to his private legal practice. In 1976 he was appointed by President Gerald R. Ford to the Federal Court of Appeals, Central District of California.
