Walter A. Zelman, after earning his doctorate in political science at the University of California, Los Angeles, in 1971, and teaching at several southern California higher education institutions, became field director (1977) and executive director (1978) of California Common Cause. He continued to hold the latter position at the time of this oral history interview. Zelman has guided the organization during numerous campaigns addressing conflict-of-interest rules for public officials, political campaign finance reforms, special-interest influence, and reapportionment. In late 1989 he announced his candidacy for the position of California insurance commissioner.
