Serna, Joe.
Joe Serna, Jr. was a professor in the Government Department at California State University, Sacramento from 1968-1999. He served on the Sacramento City Council from 1982-1992. He was the first Latino mayor of Sacramento, elected in 1992 and re-elected four years later. Serna was an active member of the United Farm Workers and Sacramento leader for the organization for close to 30 years.
