A native of Illinois, Higgins was a carpenter in Staunton, Illinois with some medical training, when he became a sergeant in Company L, 3rd Illinois Cavalry in August 1861. He was discharged for disability June 25, 1863. About 1878 he moved his family to Springfield, Illinois where he practiced medicine.
