The Kansas Governor's Committee on Criminal Administration (GCCA) was established by executive order in 1968, and in 1970 the Kansas Legislature created the committee by statute. The major duties of the committee included assisting the Governor and the Attorney General in developing, planning, and implementing a long-range statewide crime and delinquency program; assisting the Governor and the Attorney General in coordinating the crime and delinquency prevention activities of all state departments and agencies; advising and assisting local Kansas communities and citizens' groups in developing, planning, and implementing citizen action programs for local crime and delinquency prevention; advising and assisting in establishing a clearinghouse for crime and delinquency prevention programs, methods, and techniques (including all federal programs); conducting and supervising conferences and educational programs; submitting an annual report of its activities to the Legislature and the people of the state of Kansas; and receiving, administering, and expending all federal and other financial assistance in the form of grants available to the state. These funds were for the purpose of reducing crime and generally improving the criminal justice system in the state of Kansas. The GCCA awarded funds for innovative programs in all areas of the Kansas criminal justice system: law enforcement, courts, corrections, and juvenile justice. The committee promoted system improvement by providing technical assistance to state and local units of government in an effort to assure a comprehensive approach to the general improvement of the criminal justice system in the state. One of the major responsibilities of the GCCA was the coordination of criminal justice activity between local, state, and federal governments in the determination of problems, needs, and priorities. The significance of this approach was that it required governmental participation at all levels. In 1982 this committee was abolished.
