A resident of Oskaloosa, Iowa, Effie Hoffman Rogers was a lifelong member of the P.E.O. Sisterhood, an organization established to promote education among women. In 1886 she was elected and served for 3 years as president of the Grand Supreme Chapter and during that time organized 23 new chapters. From 1888 to 1891 and again from 1914 to 1917, Rogers served as editor of The Record, a P.E.O. magazine.
