Governor Isaac Stevens formed a Commission by appointing members on Dec. 7, 1854. The Commission spoke of general operations among the Native American Tribes in Washington Territory. They discussed the necessity of a speedy conclusion to the Treaties with the Native Americans and moving them to reservations. A journal was kept from about Dec. 27, 1854 through Jan. 23, 1855 about the expedition to sign the Treaty of Nisqually with the different Native American tribes.
