The Study Commission on University Government worked from 1971 to 1973 to address the concerns of faculty, students and administrators regarding the structure and processes of internal university governance. Chancellor John Tyler Caldwell specifically tasked the Commission with developing recommendations on mechanisms for the establishment of policies. The Commission's report was published in May 1973. An anciliary committee on the establishement and use of student fees worked through the Study Commission. Dr. Thurston J. Mann, Head of the Department of Genetics, served as Chairman of the Study Commission on University Government. Cathy Sterling, Student Body President from 1970 to 1971, was also occasionally involved with the Commission's work.
