Attorney, Democratic politician. Instrumental in development of Berkeley, Calif. city charter (1906-1909) promoting a non-partisan city government. Hodghead supported Hetch Hetchy Dam project and opposed plan by Oakland to annex Berkeley. In later life, Hodghead was president of California League of Municipalities (1910-11) and chairman of John A. Roeblin's Sons Company (1922-1925).
