Burnett was born in Brooklyn, N.Y. and moved to Calif. via Panama with her husband, Wellington Cleveland Burnett. They lived in Sacramento while he served as State Senator from Yuba and Sutter Counties, 1856-1857. From 1858 until their deaths, they lived in San Francisco, where she was active in the community.
