John Berry Mockler was born in Chicago, Illinois on October 2, 1941. He moved to California at a young age and grew up in Harbinson Canyon in Southern California. He was legislative assistant of Senator Farr (1965-1966), consultant, California State Legislature (1967-1974), director, Office of Government Regulations for Department of Education (1974-1977), deputy chief of staff, Office of Speaker Willie Brown Jr. (1983-1985), executive director, State Board of Education (1999-2000), Secretary of Education (2000-2001).
