Charles S. Turner was born in Iowa; his family moved to Boulder in 1882. Soon after his arrival, Turner began a plumber's apprenticeship with the Rutter and Hankins firm. He retired from the plumbing business in 1923; he was responsible for much of the plumbing installation in many of the leading buildings on Pearl St., the university campus, and residences throughout the city of Boulder. He married Emma Hacker in 1891, and she was his partner in all of his life.

The Boulder Daily Camera article acknowledging this donation in 1949 noted that Mr. Turner was at Steamboat Springs to work for pioneer Boulder banker A.J. Macky, and that Mr. and Mrs. Turner were attending conventions of the Colorado Plumbers Assn. in Colorado Springs when those outdoor group portraits were taken. Edward Hacker was Emma Turner's brother.
