Frank Talley (1934-2003) was a firefighter in Philadelphia, Pennsylvania. He also operated a small photographic studio at 1442 South 9th Street in South Philadelphia called House of Color. Talley served as the official Mummers Parade photographer.

The Mummers Parade is an annual New Year's Day event in Philadelphia, Pennsylvania. Local clubs devise elaborate costumes, scenery, and routines for a march through the city streets that some consider the oldest folk festival in America.
