International Brotherhood of Teamsters, Chauffeurs, Warehousemen, and Helpers of America Local 421 (Dubuque, Iowa)
Owen Riley began work as a driver at H & W Motor Express Company in Dubuque in 1936. He became vice president and business agent of Local 421 in 1948 and president in 1969. Riley also held posts in the Dubuque Trades and Labor Congress and the Iowa Conference of Teamsters. Local 421 represented more than 1000 workers at 87 companies in 1975 and was the third largest union in Dubuque at that time.
