Roseann Siegel was born in Pittsburgh, Pennsylvania. When she was five years old her family moved to the Philadelphia suburbs. She is Irish-Catholic. She attended a convent school near Yardley, Pennsylvania. She took her bachelor's degree from Duquesne University in sociology and psychology and her master's degree from the Pennsylvania State University in public administration. In 1985 she was recruited from the Health Systems Agency of Southeastern Pennsylvania by the Glenmede Trust Company/Pew Charitable Trusts as a program analyst in its health grantmaking program.
