Field Labor Supervisors Lodge 2643, chartered by the American Federation of Government Employees, was organized in 1966. Its primary purpose was to unite all first-line field supervisors of the U. S. Department of Labor. In 1970 the Lodge was forced to withdraw from the AFGE under Executive Order 11491. It was then formally recognized by the Department of Labor which agreed to enter into a consultative relationship with the Supervisors. The organization was then renamed the Field Labor Directors Association. Kenneth G. Swartz was instrumental in organizing Field Labor Supervisors Lodge 2643 and was its first President. He was an area Director for the Field Labor Directors Association.
