A distinguished physician and citizen of Muncie, Dr. Kemper was an avid local historian who published a comprehensive two volume work on the history of Delaware County in 1908. He was also an earnest advocate of temperance reform.

General William Harrison Kemper was born in Rush County on December 14, 1839. At the beginning of the Civil War, Kemper enlisted as a private in Company B, 7th Indiana Volunteers; he later wrote a history of the 7th Regiment. He studied medicine at Michigan University, and opened a medical office in Munice, Ind. He died in September 1927, survived by three children.
