The Kansas State Board of Cosmetology was created in 1927 from statute 74-2701 as the Board of Registration for Cosmetologists. The board consisted of three members who were registered cosmetologists and appointed by the governor for three-year terms. The board was created to examine and register apprentices to become cosmetologists, to provide for fees to be paid for maintenance of the board, and to carry on the business of administering the cosmetology law. Responsibilities include the inspection of beauty shops and beauty schools for safety and sanitation and the registration of such shops and schools. In 1961 the law was revised, reorganizing the board to include only one full-time member who was designated by the governor as the Administrative Officer and Chairman of the board, and two part-time board members, whose duties were to assist in establishing policies, holding hearings, and performing other specific statutory duties such as examining applicants for licenses. The Administrative Officer was in charge of the office and of the assigning and checking of work done by the inspectors. The officer acted as treasurer of the board as well. The 1969 Legislature enacted a law to create a board of five members appointed by the Governor for three year terms, including one member to represent the general public. The board regulates the practice of the profession of cosmetology in Kansas. The goal of the Board of Cosmetology is to create a high standard of safety and sanitation for the public in shops and schools and to keep up with other states in the cosmetology field. The board also assists in planning cosmetology work shops held each year for school instructors. The board provides licenses for the following professions: cosmetologists; tanning facilities; and tattoo, piercing, and cosmetic professions. There are currently eight board members.
