A native of Poplar Creek, Mississippi, Judge Eugene C. Cartledge (b. 1858) attended Salado College (Salado, Texas) and the University of Texas at Austin.
After gaining a legal education through private study, he joined the Austin law firm Cochran and West. By 1918, he had established a partnership at the White, Cartledge & Wilcox. Cartledge's clients included the Texas Land Company, the New York and Texas Land Company, Chicago industrialist Howard E. Perry, and Thomas R. White Jr. In addition to his legal career, Cartledge served on the city councils of Austin and San Angelo (1887-1889).
