James Baxter was born to Rev. John Baxter in 1844. He was from Onslow, Nova Scotia, and attended the Theological Seminary in Pictou, Nova Scotia, before attending Dalhousie College from 1863-1864. He attended lectures delivered by James Ross at the Theological Seminary in Pictou, NS, and Dalhousie College in Halifax, N.S.
