The Minnesota Home Rule League was "a non-partisan organization of citizens of the state to promote the principle of home rule in the control and regulation of public utilities in Minnesota." It was organized during a crisis following the 1913 legislative session, when Governor Eberhart announced his intention to call a special session to pass a state public utility regulation act.
