The Oregon Colored Women's Council was formed in 1912 at Portland. In 1917, reflecting growth in number of constituent clubs, the Oregon Federation of Colored Women's Clubs was formed, growing to as many as 17 member organizations. Katherine Gray was the first president of the federation. By 1988, the name had changed to the Oregon Association of Color Women's Clubs, with six active constituents: Altruistic Club, Fleur de Lis Club, Katherine Gray Club, Literary Research Club, Multnomah Women's Club, and the Harriet Tubman Club. They expressed their goal, "Lift As We Climb," in activities such as charitable and educational work, presentation of the Katherine Gray Scholarship, support of local federated girls' clubs, and presentation of Women of the Year and Family of the Year awards.
