James C. Douglass was a civil engineer on water resources for the United States Department of the Interior, Bureau of Reclamation, in Denver, Colorado, after World War II. During the 1960s, he became a Water Resource Engineer for the World Bank. He was a team leader on several water projects in Asian and Latin American countries, implementing project goals, and writing reports to both foreign governments and the World Bank.
