The National Catholic Welfare Conference was a predecessor to the United States Catholic Conference. It was a relief agency and advocate for immigrants. Some of the early directors of the NCWC office in El Paso include Cleofas Calleros, Mrs. Caroline E. Boone, and Mrs. Isabelle K. Fineau. During Mrs. Boone's tenure, Mrs. Eloisea Carvalho was the manager of the Employment Bureau. For many years NCWC occupied offices at different locations on South Santa Fe Street in El Paso. In 1978, the name changed to United States Catholic Conference; in 1987 the organization moved to 1200 N. Mesa Street.
